Baxter council orders contractor to repair or replace questioned concrete work

After engineers and the fire chief raised concerns about scaling and access, Baxter’s City Council directed staff to seek a correction proposal from the contractor and voted to require either replacement of the work or an acceptable repair plan.
Baxter — The City Council on July 13 directed the contractor that installed recently poured concrete to either replace the work or submit an acceptable repair proposal after inspection concerns were raised.
Council members discussed inspection findings about concrete installed by Karns Concrete, including possible scaling and installation issues. Fire Chief Kelly Milligan said maintaining access to the fire bays while repairs occur must be a priority, and MSA engineers advised the council on likely causes and remediation options. City staff were instructed to review warranty requirements, consult legal counsel about next steps and request a proposal from the contractor to correct the issues.
On a motion by Milligan, seconded by Smith, the council voted unanimously to ask the contractor to replace the entire project or provide an acceptable repair proposal for council consideration at a future meeting.
The council’s direction is procedural: staff will bring the contractor’s response and any proposed change order back to the council for further consideration. No dollar amounts for repairs were presented at the meeting.
