Freestone County commissioners on an agenda item adopted new language clarifying who must reimburse the county for training paid by the county.
Clerk (speaker 1) said the handbook will be revised so that an employee who "voluntarily resigns or is terminated within one year after receiving county-paid training" must reimburse costs, replacing the prior wording that had required reimbursement from employees who "quit or retire." The clerk said the intended change was to remove retirees from the reimbursement requirement.
The clerk said the prior motion approved the earlier language and proposed rescinding that motion so the revised wording could be adopted. Commissioner (speaker 3) offered the motion to proceed and the court recorded affirmative votes; Chair (speaker 2) announced the motion carried.
Why it matters: the change narrows the county's repayment requirement so that voluntary resignations and terminations — not retirements — trigger reimbursement. Commissioners said the revision aligns policy with the county’s intent and removes an unintended burden on retirees.
The court did not record a roll-call tally in the transcript; the record shows a motion, a second and the Chair announcing "Aye" and "Motion carried." The clerk said any remaining administrative details about payroll deduction or invoicing would be handled by the treasurer's office per existing practice.
The court moved on to other agenda items after adopting the policy change.
