Staff for the Carroll County Planning and Zoning Commission introduced a small‑area plan amendment to the 2018 Freedom Community Comprehensive Plan on July 15, saying the project will reassess land‑use designations in Freedom’s commercial core and explore tools such as an overlay zoning district to strengthen corridor identity and circulation.
