Board awards $832,500 engineering agreement for county bridge preventative maintenance projects

The board approved a qualifications-based agreement with Consor North America Inc. not to exceed $832,500 to provide engineering services for 34 bridge preventative-maintenance projects in the county.
Public Works Director Jared told supervisors the county has roughly 143 bridges on the National Bridge Inventory and that Caltrans inspects local bridges on a biennial basis; the 34 projects in the preventative-maintenance program represent an estimated $3.8 million in construction work. The bridge program is federally funded (roughly 80–88% federal share) with local matches covered by the county's road funds and occasionally SB 1 and Measure T.
"What this contract is for is for the consultant to essentially take all these 34 bridges, evaluate what the work recommendations and the conditions are, and then develop the plan, specs and estimates for each of those projects," Jared said.
Supervisors asked what the county match would be and were told the federal share covers the majority; the board authorized the agreement, a 10% contingency, and delegated change-order authority to the public works director.
What's next: Consultant work will produce bid-ready documents for the 34 projects to allow the county to leverage federal funding and move projects to construction.
