Westgate CRA awards $75,000 contract to WPBgo for district Transportation Demand Management program

The Westgate/Belvedere Homes CRA voted April 13 to contract WPBgo to design and administer a districtwide Transportation Demand Management (TDM) program aimed at reducing single-occupant vehicle trips as Westgate redevelops.
Amelia Sherfield of WPBgo presented a five-task scope that includes program design, reporting and measurement, employer and government engagement, residential integration, and administration of incentive and pilot programs. Staff said the $75,000 contract covers consultant service fees but does not include the cost of vouchers and other program incentives.
The board voted 5-0 to authorize the contract after a motion by Joanne Rufty and a second by Teliska Wolliston.
Why it matters: Staff tied TDM implementation to conditions for density bonuses on redevelopment projects; the program aims to increase transit, e-bike and shared mobility use through employer and residential engagement and through voucher incentives.
Next steps: WPBgo and CRA staff will proceed with the tasks outlined in the contract; specifics on voucher funding sources and program eligibility were not presented at the meeting and remain to be defined.
