The filing states that utilization of the hospital‑at‑home unit declined steadily from 2021 through 2024, which, combined with staffing challenges and interruptions to multiple federal funding streams, prompted the decision.
Travis Swearingen, an attorney representing Covenant Health, presented the license‑status update to the Commission. Mr. Jeremy Biggs recused himself from consideration of the update. After discussion, Mr. Tim Evans moved to accept the license‑status update as presented and Mr. Mike Ussery seconded; the motion was approved unanimously by the remaining members.
The Commission’s minutes record that Covenant Health reached its decision after a comprehensive program review and cited operational sustainability concerns, patient volumes and federal funding interruptions as the principal factors. The Commission’s acceptance of the notice is recorded in the administrative record; the affected hospitals will follow applicable reporting and notification obligations to the Commission as they discontinue the listed services.
