Council approves electric-motorcycle rules, budget amendment, settlement; authorizes gas-hedging plan
Summary
On July 13 the Eden Plus City Council passed Ordinance 2839 (electric motorcycles), approved Ordinance 2841 (2026 budget amendment including a $35,000 transfer for digital reader boards), authorized a gas-hedging program, and adopted Resolution 1883 to enter a settlement agreement with developer QMC and neighbor David Grampa.
The Eden Plus City Council approved several formal actions at its July 13 meeting.
Ordinance 2839: The council adopted Ordinance 2839 on second reading, adding a new chapter (10.42) to the Enumclaw municipal code regulating electric motorcycles. The committee reported no objections other than a request to publicize required training; the ordinance passed on a voice vote.
Ordinance 2841 (2026 budget amendment): Finance Director Kristen Reed presented the second reading of the first 2026 budget amendment. Reed said she made small changes between the first and second reading, including adding $35,000 for two digital reader boards to be paid from the street fund, with the IT share split across funds. She also noted that Fund 35 (Facilities Fund) will fall below the council’s reserve policy as a result of the amendment. Committee recommended approval and the ordinance passed on second reading.
Resolution 1883 (settlement agreement): City Attorney Joanna summarized a settlement reached between developer QMC (referred to as Quartera/QMC in the staff report) and neighbor David Grampa over a mixed-use permit appeal. Staff stated the settlement requires no monetary payment by the city. Council briefly went into executive session under RCW 42.31.110(1)(i) to discuss litigation matters, returned, and then approved Resolution 1883 authorizing the mayor to execute the settlement agreement.
Gas-hedging authorization: Public Works reported a motion to authorize hedging of 25% of expected gas use for summer 2030 at $3.10 per decatherm (or better) and 25% for winter 2030–31 at $5.65 per decatherm (or better), including extensions to agreements as needed. The motion was seconded and approved by voice vote.
Other: The consent agenda and minutes from the June 22 meeting were approved. The meeting adjourned at 7:48 p.m.
