Planning Commission recommends conditional use permit for Casey's store in Valley

On Jan. 20, 2026, the City of Valley Planning Commission voted 7-0 to recommend that City Council approve a conditional use permit for Casey's Marketing Company to build a convenience store and fueling station in Valley. Member Mark Conrey moved the recommendation and Greg Sunde seconded; all present members voted in favor and two members were absent.
Aaron Wolfe, representing Casey's Marketing Company, described the project and said the company adjusted its prototype to meet local design standards related to the percentage of glass on the building elevations. Wolfe discussed the number of fueling stations, proposed landscaping and exterior materials; he said the store entrance can be seen from Meigs Street. On timing he estimated construction in "late spring or early summer" and added that "it takes four months to construct a store." The City Engineer addressed driveway alignment and other street-related questions.
The Planning Commission closed the public hearing and forwarded a unanimous recommendation to City Council. The recommendation endorses the conditional use permit subject to the standard council and permitting processes; any council conditions or permit requirements will be reflected in subsequent council or staff records.
