Middletown library board keeps Russell Library project in holding pattern, adopts meeting schedule

The Middletown Library Board met for a brief session and approved minutes from its July 22 meeting before adopting a schedule of meetings for the coming year. Chair opened the meeting at 05:00, confirmed no members of the public were present and asked for approval of the minutes, which passed 4 to 0.
The board discussed unfinished business related to the Russell Library project. Ramona reported the project currently has a cost estimate and an economic impact study but is otherwise in a holding pattern; she and other members recommended contacting the cost-estimate firm in the spring to see whether the estimate should be updated for inflation and tariffs. Board members said it is important to have an accurate estimate before advancing the project to the council or the ballot.
Chair said they had reached out to the mayor for guidance on the related town‑hall/city‑hall question, noting earlier proposals to move City Hall to the old Citizens Bank building but that a final recommendation from the mayor is still pending. The board discussed timing for council presentation and a possible November referendum, and members said public‑works priorities earlier this year delayed plans to move forward.
The board also resolved several scheduling conflicts and adopted a calendar that includes a March 31 meeting and an April 21 meeting (avoiding a council budget workshop), with an eye toward a November meeting date that could allow the library proposal to appear on the ballot. A formal motion to accept the amended schedule passed during the meeting.
Director Christine Marks joined and offered brief remarks of support, saying she understood why public-works projects took priority and that she hopes the Russell Library appears on the next referendum. The meeting adjourned at 05:09 p.m.; board members exchanged holiday well‑wishes and noted the next regular meeting will be in January.
