River Ridge CDD authorizes RG Architects under Bowman, approves master signage plan

The River Ridge Community Development District on Oct. 22 authorized Bowman to retain RG Architects, P.A. as a subconsultant to redesign two community gatehouses and approved a master signage program design from Bowman Consulting Group.
Eric Long presented the RG Architects fee proposal and said the gatehouses will be renovated rather than demolished. "The buildings are currently not planned for demolition; rather, they will receive a facelift," Long said, and he asked that the gatehouse and neighborhood projects proceed concurrently. The board discussed zoning and elevation certificate needs and noted design and permitting are expected to take 12 to 18 months.
Board discussion included booking the $62,500 design expenditure as a reimbursable up-front deferred cost to be invoiced to the CDD when financing is issued; construction is expected to begin in 2026. District counsel said the proposed vendor arrangements allow Bowman to subcontract under existing terms and that a Subconsultant Agreement and Task Authorization will be reviewed by counsel and the district manager prior to execution.
On a motion by Mr. Blumenthal, seconded by Mr. Mountford, the board authorized Bowman to retain RG Architects, P.A., as a subconsultant and authorized the Chair to execute documents after counsel and manager review; the motion passed "with all in favor." The board also approved the Bowman Consulting Group proposal to replace monuments throughout the CDD, noting neighborhood monument replacements are budgeted under Pelican Sound replacement reserves.
Mr. Krebs will confirm permitting and elevation-certificate details and provide contract recommendations for consistent monument styling; Mr. Long and Mr. Blumenthal will lead project communication with neighborhoods and provide monthly updates to the board.
The board directed staff to present a Subconsultant Agreement for attorney and manager review and to return with final task authorizations and cost allocations as financing plans are finalized.
