Enrichment Services briefs county on workforce training; planning staff propose conditional‑use changes

Belva Dorsey‑Mott of Enrichment Services, accompanied by Sabrina Stephens, briefed the commission during the April 28 work session on workforce training programs including EMT, commercial driver’s license and CNA courses and asked the county to consider a future letter of support for the program.
Community development staff reported proposed amendments to the conditional‑use permit (CUP) process. The draft changes discussed include removing CUP requirements for certain single‑family and modular homes on lots of one acre or greater, exempting some already‑established lots, and clarifying that all health‑department and permitting requirements must be met before placement. Staff said the draft will be forwarded to the county attorney for review before returning to the commission for further consideration.
County Manager Thomas Weaver reviewed public‑works and water‑system issues: well #3 had been shut down after a likely lightning strike, Trotters Ridge repairs were completed quickly, well #4 remained offline with well #1 supporting supply, and benches at the library had been installed by public works. Weaver also noted a $1,700 microchipping grant for animal services and a donated pickup full of dog food; staff said the grant will be used for Benning and county animals.
Other administrative items discussed included questions still pending on Friendship Road engineering and a plan to present competitive quotes for a batwing tractor at the May meeting, and a proposed resolution to add a current employee as an authorized signer on a legacy Bank of Ozark account so remaining funds can be transferred and that account closed. Staff also recommended a $2 monthly trash fee increase (from $20 to $22) to address rising solid‑waste costs; commissioners asked to add the proposal to the May 6 agenda.
The commission entered and reconvened from executive session to discuss personnel matters; minutes state the closed discussion met legal exceptions under Georgia law.
