The Clark County Charter Review Commission on July 15 approved a set of interrelated documents that revise how charter amendments move through the body, clarifying vote thresholds, timelines and outreach steps. Secretary Garber walked commissioners through a redline of the work plan that removed fixed dates, clarified reading steps and codified voting thresholds: five affirmative votes to advance a proposal from first to second reading and eight affirmative votes to transmit finalized resolutions to the county auditor for ballot placement.
Commissioner Jay moved to formalize the FAQ publication process for each proposed amendment, proposing that an FAQ be authored by someone other than the amendment’s lead sponsor, reviewed by another commissioner, and published only after consensus between the outreach committee and the sponsor; the motion was amended to set a publication deadline of Sept. 1. "The intent is that the public outreach committee and the sponsor will work in good faith to come to agreement on the wording," Jay said. The commission approved the motion without recorded opposition.
Secretary Garber and commissioners also approved streamlined intake and amendment proposal forms, removing redundant text fields and clarifying where cosponsors will be recorded (cosponsors can be identified at first reading and added to the intake record). Commissioners flagged a handful of editorial fixes (capitalization, grammar) and discussed a remaining study committee protocol that was tabled to a later meeting.
The commission moved and approved (no opposition recorded in the July 15 meeting) to adopt the amended work plan, key dates, intake form and amendment proposal form and to defer full action on the study committee protocols until no sooner than Sept. 30.
