Middletown WPCA approves several customer-relief actions; hardship adjustment passes 4–1

At the start of the public portion of the meeting, a first‑time homeowner, Amy Karlvers, described an inadvertently running outside hose and asked staff for forgiveness of the sewer charge because the water did not reach the sewer. The board moved item 5-3 to the top of the agenda to address that request.

Staff recommended a sewer-only goodwill adjustment for the 141 Juliet Terrace account after confirming the water left the meter but did not enter the sewer; the board amended the motion to include review of the next quarter’s billing and approved the sewer adjustment (sewer portion $465.64) unanimously.

Later in the meeting the board approved a $1,274.09 goodwill credit for 570 East Main Street after staff reviewed account history and usage comparisons; the motion passed unanimously.

On a separate agenda item, staff presented a financial-hardship request for a customer at 55 Roberta Drive supported by a letter from Middlesex Hospital. Board members debated whether to set a precedent without a formal hardship policy; some members asked for standardized documentation and a formal policy for future cases. The board nonetheless voted to grant the one-time relief clearing the account balance (staff cited a payable balance of $3,992.63). The roll-call vote on the hardship motion was recorded as: Councilwoman Salafiya, Aye; Tammy, Aye; Jeff Piper, Aye; Councilman Locredo, No; Chairman Brian Gardner, Aye. The motion passed 4–1.
