River Ridge CDD approves goals and performance measures required by HB7013

The River Ridge Community Development District approved goals, objectives and a set of performance measures on Aug. 27 to comply with Florida House Bill 7013, which requires special districts to establish and report annual goals and performance standards.
Cleo Adams, District Manager, and Tony Pires, District Counsel, explained the new statutory requirement and described staff’s proposed focus areas: Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability. The board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form on a motion by Kurt Blumenthal with a second from Robert Twombly; the motion passed unanimously.
Staff noted the initial report will be due on Dec. 1, 2025 and must be posted on the district website. The board added the task to its Key Activity Dates list so staff can track compliance and report progress next year.
Why it matters: HB7013 establishes a statutory reporting duty for special districts; by adopting measures now the district clarifies how it will evaluate progress on community engagement, maintenance and transparency and ensures it will post the initial report on the district website by the statutory deadline.
