Delaware County commissioners approve routine resolutions, appoint Brandy Urban and enter executive session

The Delaware County Board of Commissioners on July 9 approved a series of routine administrative actions, appointed a replacement to a Job and Family Services advisory committee and voted to adjourn into executive session.
Board President Jeff Benton and Vice President Commissioner Gary Merrill presided. The board first approved Resolution 26‑494 to certify the electronic record of the meeting and then approved Resolution 26‑495 to accept purchase orders, warrants and related memo transfers for the period presented.
Jane Hawes, the county’s director of communications, presented a permit application from the Delaware Area Chamber to use the large meeting room at Bixby for its Leadership Delaware program in November and said, "We recommend your approval." The board voted to grant the permit.
Hawes also asked the board to fill a seat on the Job and Family Services (JFS) Community Planning Committee after United Way of Delaware County informed the county that Gina Grody had retired. "They are asking you to appoint Brandy Urban," Hawes said; the commissioners approved the appointment.
Justin Avi, the county finance director, brought forward Resolution 26‑498 requesting supplemental appropriations tied to "an additional allocation from DKMM on the litter grant program," according to his remarks. The board approved the supplemental appropriation.
Bob Anderson of Job and Family Services described the collective bargaining agreement before the board as a largely administrative update. "Before you is our bargaining agreement that we've been working on," Anderson said. He told commissioners the contract is "dated back to January 1" and "consists of current language from the previous contract with basically just cleanup language, removing some obsolete portions and changing the dates." The board approved the agreement with AFSCME Council 8.
After routine business and a series of brief announcements about recent local events, the board approved Resolution 26‑500 to adjourn into executive session to discuss employment and compensation of a public official or public employer, the purchase of property for public purposes, pending or imminent litigation, and collective bargaining. The board voted to move into closed session; no public action on those matters was taken in open session.
