Morrow County authorizes interim fair assistance after fair manager resignation

The board approved an exception to the county's standard hiring process to authorize the county administrator to hire interim fair assistance following the fair manager's resignation.
Vince Guerrero, assistant county administrator and HR lead, told the board that with the fair about five weeks away staff need immediate administrative coverage at the fairgrounds. He described candidates including an intern familiar with the fairgrounds and a prior fair manager willing to work on a contract basis.
"We need somebody in there now," Guerrero said, explaining the recommendation to hire an administrative office person to cover phones, office duties and coordination rather than to hire a full-time fair manager through the regular posting process.
Teresa Gerard (HR) said the county has budgeted funds from the existing open position, so the interim hire would not increase headcount or require new budget authority. The board moved, seconded and approved the hiring exception by voice vote.
The board also discussed role limitations for the interim hire (no hazardous work assignments or driving duties for a minor candidate) and possible contractor arrangements for specific tasks. Staff will proceed with hiring and report back as needed.
