Rate analyst Haley Gobert presented the notice and recommended that the commission authorize staff to make nonsubstantive edits suggested by the Secretary of State. Gobert said the commission issued a second notice of contemplated rulemaking on March 24 and that the public-comment period on that notice closed April 7; the draft notice now before the commission sets the formal rulemaking timeline.
Gobert said the bill sponsor's representative, Gary Perry, was notified of the commission's timeline on April 9 and that the commission had invited comment on legislative intent. Vice President Felder moved to approve the draft notice and authorize staff to make nonsubstantive edits; the motion was seconded and the commission approved the notice unanimously.
The approved notice begins formal rulemaking on the commission's implementation of House Bill 55 and establishes the public hearing and comment deadlines the commission will use to gather stakeholder input.
