McCall council approves D & B Supply conditional use permit despite traffic concerns

The McCall City Council on July 16 approved a conditional use permit (CUP 26-01) permitting D & B Supply to add an outdoor merchandise and display area and interior tenant improvements at the Simplot mall site.
Meredith Todd, the city planner and sustainability planner, told the council the CUP specifically covers the outdoor storage and display area and that exterior design approval by the planning and zoning commission is contingent on CUP approval. Brad Smith, the applicant’s representative, described the proposal as “an outdoor storage yard on the east side of the property” with roughly 20,000 square feet of interior tenant improvements and a seven-foot wrought-iron perimeter fence.
Council discussion centered on traffic. The council noted a disparity between a prior Rite Aid trip estimate (2,000 daily trips) and the applicant’s projected 546 trips. Chair raised the numbers directly: “I was curious about the the Rite Aid numbers where they're generating 2,000 trips a day, and they're proposing 546.” Brad Smith replied that the team used an industry-standard methodology rather than fresh trip counts, saying the traffic engineer “pulled from industry standard for pharmacy… we didn't do trip counts.”
Planning staff and the city's traffic consultants recommended conditions to address circulation, parking-lot landscaping and lighting; Meredith told the council she and the applicant had recommended wrought-iron fencing to secure merchandise while preserving site design. The planning and zoning commission recommended approval with conditions, including additional parking-lot landscaping and updated light fixtures prior to issuance of occupancy.
Council members debated the need for future mitigation if adjacent parcels develop, noting the larger Simplot site may require driveway or turning-movement revisions as other footprints build out. Meredith said the proposed trips for D & B did not meet the city’s threshold to force those changes now, but she asked that the record notify the underlying property owner that future development may trigger mitigation.
A motion to approve CUP 26-01 carried on a roll-call vote with all members present voting yes. The council recorded conditions recommended by planning and zoning in the approval.
The applicant may proceed to implement tenant improvements and outdoor storage once conditions are satisfied; staff flagged traffic monitoring and potential future mitigation for the area as matters for ongoing coordination.
