Harrison County commissioners approve routine payments, road work and procurement changes

Harrison County commissioners unanimously approved several routine fiscal and procurement items during their July 17 meeting, including a $48,029.19 line-item transfer within the Road and Bridge Fund, payment of regular bills totaling $1,488,745, and payroll for the July 7 pay period.
Auditor presentation materials accompanying the votes noted about $800,000 of the bills were tied to road construction projects and that Caddo Lake Refuge funds will be forwarded to Karnak Independent School District. The court approved the line-item transfer, payment of bills and payroll by 4–0 votes.
Road and Bridge Director Mr. Davis told the court the county completed 1.16 miles of road work and had 13.242 miles in progress by contractors and about 4.2 miles handled by county crews as of the June 12 construction report. Work referenced included Boggy Road, Fern Lake cutoff, Galilee Road, Carolyn Bell and Simmons Road; chip-seal methods and material specs (including ground-rubber content and application temperatures) were discussed.
Because a mapping discrepancy increased Old Town Road's measured mileage by roughly 1,000 feet, purchasing presented change order #2 for bid 2023-02 to add 75 tons of cement and 2,365 square yards of chip seal at a total additional cost of $28,483.75. The court approved the change order 4–0. The court also approved awarding the Hollish Street drainage improvement project (bid 2023-14) to Steadfast Concrete after receiving two bids.
Other routine actions included approving a preliminary plat for the Oram Slough Subdivision (nine lots in Precinct 1, served by residential wells, with no internal subdivision roads shown), accepting three utility applications (including Eastex Telephone Cooperative on County Road 1207), and amending the county purchasing policy to add Chapter 18 to comply with FEMA requirements for federal grants. All motions passed unanimously.
The court also approved the treasurer's monthly and investment reports for June 2023. Treasurer Miss Rushing reported an ending cash balance of $8,755,602.13 and total investments of about $30.25 million; combined cash and investments were reported at about $39.0 million. Commissioners discussed interest rates, a proposed $4 million move to Texas Class, and decided to keep some funds local after the bank matched rates.
