Andover City Council refers LifeSpring Recovery special‑use request back to planning commission after resident objections

After a two‑hour public hearing in which neighbors raised concerns about notice, school proximity, buffering and emergency impacts, the Andover City Council voted 5‑1 to send LifeSpring Recovery’s application for a residential behavioral‑health facility at 224 E. Central Ave. back to the Planning and Zoning Commission for further study and recommended conditions.
