Stormwater ordinance passes after debate on overlapping code sections

On Sept. 16 the Woolwich Township Committee voted 3–1 to adopt Ordinance 2024-18, an amendment to Chapter 157 of the township code to add new stormwater management articles and sections.
Committeeman Frederick objected to adopting the ordinance without first consolidating duplicate code provisions, saying two separate chapters currently addressed the same issues and that consolidation would simplify enforcement. Township Administrator Jim Watson asked which specific articles needed review. Mayor Matthias proposed a compromise: approve the ordinance now because it is overdue, then amend it to add references that redirect to the chapters under review (articles 5, 7, 8 and 9).
A resident raised a separate public concern during the hearing about feeding and hunting wildlife on township-owned property; the committee did not take additional action on that point during the meeting.
The ordinance passed on roll call: Frederick NO; McGovern YES; Minhas YES; Matthias YES (3–1). The committee's stated next step is to prepare amendments to reconcile overlapping code language and to clarify any cross-references noted by staff.
