Legislative Management approves interim committee structure, appoints members

BISMARCK, N.D. — The Legislative Management approved a revised interim committee structure and a slate of statutory appointments at its June 26 meeting, voting by roll call to adopt the committee lists and confirming several reappointments and member additions.
Representative Kathy Hogan moved to approve the revised committee structure; Representative Dori Hauck seconded the motion. The roll call recorded Senators Brad Bekkedahl, Josh Boschee, Kathy Hogan, Jerry Klein, Janne Myrdal, and Ronald Sorvaag and Representatives Mike Lefor, Glenn Bosch, Kathy Frelich, LaurieBeth Hager, Jared C. Hagert, Dori Hauck, Zachary Ista, Jonathan Warrey, and Robin Weisz voting “aye.” No negative votes were recorded.
The committee also filled statutory appointments required by state law. Representative Mike Lefor moved and Representative Jonathan Warrey seconded the appointment of Representative Pat D. Heinert and Representative David Richter to the Kindergarten Through Grade Twelve Education Coordination Council under North Dakota Century Code Section 15.1-01-04. The committee reappointed Senator Dale Patten and Representative Glenn Bosch as co-chairmen of the Clean Sustainable Energy Authority under Section 54-63.1-03 and reappointed Senator Randy D. Lemm to the Veterinary Medical Education Program Admissions Committee under Section 15-10-43. Additional appointments to the Veterinary Medical Education Program Admissions Committee included Dr. Sheela Ramamoorthy (faculty) with alternate Dr. Lisa Christenson; Dr. Sara Fridrych (veterinarian) with alternate Dr. Paul Motter; and Kevin Elliott (livestock producer) with alternate Jeff Bunn.
Acting Chairman Mike Lefor described the process used to assign legislators to interim committees: staff sorted the studies chosen at a prior meeting, surveyed legislators for preferences, honored statutory membership limits where applicable, and placed most legislators on either their first or second choice. Lefor noted the total proposed number of interim committee members is about 50 fewer than in the previous interim.
The committee also approved specific membership adjustments made during the meeting, including adding Representative Collette Brown to the Education Committee and Representative Austin Foss to the Government Finance Committee, and additional changes to several committees. Senator Ronald Sorvaag moved—and Senator Jerry Klein seconded—a separate motion to replace Mr. Jeffry Volk with Mr. Levi Bachmeier on the Higher Education Grant Review Committee; that motion also carried on a voice vote.
The committee adopted the Legislative Council’s Supplementary Rules of Operation and Procedure on a voice vote after John Bjornson, Legislative Council Director, reviewed the rules and stated there were no substantive changes from the prior interim.
The committee adjourned at 2:02 p.m.
