City staff and redevelopment agency representatives presented findings on a proposed Redevelopment Area 3 for an approximately 1,350.23‑acre swath generally bounded by Owens Avenue, Nellis Boulevard, Charleston Boulevard and 21st Street. Alex Strawser summarized a field study of nearly 1,300 properties that documented nine of 12 blight conditions and other physical and socioeconomic indicators supporting the designation.
