Frankfort staff propose sewer ordinance changes for developments outside city limits

Kenny Hogsten, Director of Sewer, and City Manager Jason Monroe presented recommended amendments to the city sewer ordinance to address costs created when the city extends service to developments outside current city limits.
Hogsten outlined three options: allow annexation of eligible contiguous properties so they receive regular city sewer services; add an administrative fee for non-contiguous properties that cannot be annexed (akin to current tap fees); or increase fees for new and existing county services by 10% to offset added costs from expanded service. Hogsten said the matter will return to the Board for a first reading at the January voting meeting.
No ordinance was adopted at the work session. The Board requested the sewer ordinance be included on the January Regular Meeting agenda for formal action and discussion at the scheduled voting meeting.
