River Ridge CDD adopts 2024‑25 budget and approves special‑assessment roll

The River Ridge Community Development District on Aug. 27 adopted its fiscal year 2024/25 budget and approved a special‑assessment roll after a public hearing in which no members of the public spoke.
District Manager Chuck Adams told the Board the budget posted with the agenda contained errors; the Board approved corrections (including a revised description for "street sweeping") before adopting Resolution 2024‑07. The public hearing opened and closed with no comments. On a motion by Mr. Kurt Blumenthal, seconded by Mr. Robert Twombly and approved by the supervisors present, the Board adopted the budget as amended.
District counsel recommended opening the public hearing on the assessment roll. The Board removed all references to "Exhibit B" in Resolution 2024‑08 (Page 2, first Whereas clause and throughout) and then adopted the resolution certifying the assessment roll. The motions adopting both resolutions were approved "with all in favor," meaning the four supervisors present voted yes: Mountford, Blumenthal, Twombly and Schultz (who participated by telephone).
The Board also approved a Goals and Objectives and Performance Measures/Standards form required by recently enacted state legislation (HB7013). District management and counsel described three performance focus areas — community communication and engagement; infrastructure and facilities maintenance; and financial transparency and accountability — and noted the initial report is due Dec. 1, 2025 and must be posted on the CDD website. The Board approved the measures and added the reporting task to the Key Activity Dates list.
The Board handled the votes as routine business; no changes to millage or line‑item increases were detailed in the meeting minutes. The Board set a next meeting date of Sept. 4, 2024.
