Harrison County commissioners approve routine budgets, appointments and airport hangar plan

Harrison County Commissioners Court met Dec. 17 in the historic Marshall courthouse and approved a series of routine administrative actions including budget transfers, bill payments and multiple emergency services district appointments.
The court authorized a $15,000 line‑item transfer within the sheriff's budget and approved payment of regular county bills totaling $424,717.02, payroll for Dec. 8, 2024, and a budget amendment to record insurance proceeds tied to hail damage to county vehicles. Darla Haynes, the county purchasing agent and auditor, explained the insurance amendment increases both revenue and appropriations with a net fiscal impact of zero.
Commissioners also heard a status report from Mr. Davis of Road & Bridge, who said crews are focused on cleanup after Hurricane Burrell and are working to meet a Jan. 10 deadline for reimbursement paperwork. "We're still trying to clean up after Hurricane Burrell," Mr. Davis told the court, noting patching, overlays and debris removal work.
On procurement matters the court accepted the purchasing agent's recommendation to award RFP 2024-05 for the county's property tax collection system to the vendor named in the record; the judge noted the software will align the county with HCAD. The court approved an enterprise management quote (no. 8135827) to provide a 2025 Chevy Silverado assigned to Constable Hickey after the vehicle was missed during turn‑in.
Under new business the court accepted the resignation of Randy Grodifant as Fire Commissioner for ESD No. 1 and appointed Kevin Stacy to fill the unexpired term effective Dec. 17, 2024. The court reappointed multiple emergency services district commissioners across ESDs 1, 3, 4, 5, 6, 7, 8 and 9 to two‑year terms, and approved Amber Birdwell to fill a one‑year term in ESD 7 following the resignation of Billie Jean Collins.
The court also approved a resolution accepting the county's share of the Kroger portion of a statewide opioid settlement. Commissioners discussed apportionment by population and clarified the county's total share is $14,000 paid over 10 years (about $1,400 annually). "So it's 14,000 divided over 10 years," the chair clarified during discussion.
The agreement with Motorola to equip the Smyrna tower was deferred to the next meeting on Dec. 31 so staff can provide complete information. The court approved plans and submission to Harris County Commissioners Court related to Hangar No. 10 improvements by lessee Central Jet Services under a 35‑year lease, with the lessee expected to rebuild a hangar in the same footprint.
All recorded motions during the meeting passed unanimously, with recorded outcomes of 4–0. The court adjourned at 9:20 a.m.
