Bartlett staff: permits submitted for underpass and path work; construction expected spring 2027

Village staff told the Bartlett Bike and Run Plan Advisory Committee on July 9 that permitting for the Naperville Road crossing and the Route 59 underpass is underway and that construction is targeted for spring 2027, subject to permit review.
Nick, the staff member leading maintenance updates, said the Army Corps and State of Illinois permits have been submitted and that the developer and design team are coordinating a follow-up meeting with the park district: “With the Army Corps and the State of Illinois, all of those permits have been submitted… beginning of June, we were 3rd in line for review,” he said. He added the goal is to clarify the path and anticipate construction next spring.
Nick described several near-term items: Metro is installing crossing gates at the rail line and the permitting package includes a pedestrian bridge over a creek south of the tracks that requires Army Corps approval. Nick said the gates may be completed before the connecting path is in place and noted an easement issue remains for an escape route at the pet gate.
On funding, Nick said the developer will build portions of the path but the village expects to cover construction funding with grant support where possible: staff has pursued an Invest in Cook grant for the underpass portion and will seek other funding to reduce the village share. He summarized other maintenance work including paving on West Bartlett Road up to Devon and efforts to align the path with upcoming development frontages.
Committee members raised drainage concerns for low-lying areas north of the tracks; Nick said engineers will reprofile and add drainage solutions such as culverts so the path does not pond. He also noted a separate federal or state grant process (“West Bartlett ‘25 grants”) for intersection improvements remains unresolved.
What’s next: staff expects to meet with designers, the developer and the park district to coordinate final plans and to report back when permit reviews are complete. Nick said he hopes to have more formal written updates for the committee at the next meeting.
