The Frankfort Board of Commissioners on March 23 approved a Conditional Commitment Letter accepting funding assistance from the Kentucky Infrastructure Authority for the Lower PC3 sanitary sewer construction project. The assistance package totals $18,793,409 with approximately $4,444,323 (30%) of principal forgiveness.
City sewer staff said design work began in November 2020 and the Lower PC3 project will provide about 90% of the flow diversion needed from an at-risk sanitary sewer interceptor; the project is part of the city's updated Long Term Control Plan approved by the Kentucky Division of Water on Nov. 19, 2024. Staff reported the project is awaiting three remaining easements and anticipated being ready for advertisement in June 2026 pending funding, design completion, easement acquisition and bidding documents.
The Conditional Commitment Letter authorizes staff to accept the funding assistance and to work with the Kentucky Infrastructure Authority on the final assistance agreement and loan conditions; the record notes staff recommendations and that the project expense was budgeted in the FY25-26 budget.
No formal construction contract award or project advertisement occurred at the March 23 meeting; the action is acceptance of the conditional commitment and authorization for the mayor to sign associated documents to move the funding process forward.
Next steps recorded: finalize easement acquisitions, complete design and bidding documents, and submit the signed Conditional Commitment Letter to the Kentucky Infrastructure Authority to receive a final assistance agreement and finalize loan conditions prior to advertisement and construction.
