Council authorizes mayor to sign settlement agreement in disputed mixed‑use project

The Eden Plus City Council on July 13 approved Resolution 1883 authorizing the mayor to enter a settlement agreement resolving an appeal of a mixed‑use development permit.

City Attorney Joanna told the council the developer and a neighboring property owner have reached a signed agreement and the city’s role is limited to reviewing and executing the settlement. Joanna said most terms do not require the city to pay money and that the agreement generally confirms the project remains within the scope of the permits previously issued. "QMC, Cortera, and Mister Grampa have reached that agreement in that matter today, and both have signed the agreement," Joanna said.

Joanna requested and the council held a 10‑minute executive session citing "RCW 42 31 10 subsection 1 I" to discuss litigation with legal counsel. After returning, the council moved to approve the resolution and authorize the mayor to sign the agreement; the motion passed by voice vote.

The resolution as read by the city clerk lists the parties involved as QSPE, Ennequois Holdings LLC, and David Grandpa and notes the mayor is authorized to execute the settlement on the city’s behalf. Joanna reiterated staff and the city attorney reviewed the agreement and recommended council approval.

The council did not identify any monetary commitments for the city during the public discussion. The resolution’s adoption concludes the city’s immediate decision process on this appeal; council members did not request additional staff direction in the meeting.
