Smithfield raises concerns about countywide recreation center bond proposal

Smithfield officials discussed a countywide recreation center proposal May 13 after a VCBO feasibility study and steering‑committee review proposed options ranging from a single large center near Logan to multiple centers across the valley.
Recreation Director Brett Daniels told the Council that steering‑committee work has suggested one to three options and that a regional bond could be placed on the fall ballot. He warned that if a bond passes without opt‑outs, Smithfield residents could effectively be funding both their existing local recreation center and a new regional facility.
City Manager Justin Lewis and Councilmembers raised questions about long‑term maintenance responsibility, governance, the risk of duplicative services, and how siting decisions would affect Smithfield. Councilmember John Engler said Smithfield operates a well‑run program and wanted assurances the city would receive meaningful benefits if a regional bond proceeds. Mayor Aaron Rudie and Councilmember Todd Orme suggested exploring special‑district options and voter approval weighting as potential solutions.
Staff said additional details will be provided to the Council and that a steering committee meeting was scheduled for May 15. Councilmembers asked staff to return with a recommended position based on governance, costs, and community impact.
