Harrison County commissioners approve routine bills, payroll, purchases and multiple reappointments

Harrison County Commissioners Court on the morning meeting approved a slate of routine financial and personnel items, unanimously passing each motion 4–0.
The court voted to pay regular bills totaling $708,566.97 and approved payroll as presented. The treasurer reported October investment totals, saying Texas CLASS had a beginning balance of $6,154,291.50, earned $22,385.05 in interest and closed at $6,176,676.55; Bank of Trust wealth management held $9,012,092.11 with $58,856.90 in interest. The treasurer gave total invested for October as $15,188,768.66 and reported total interest for the month of $132,523.07; cash plus investments were listed as $26,254,003.44. The court authorized publishing the monthly report pursuant to Local Government Code procedures and approved the investment report by voice vote.
The purchasing department requested use of JP tech bond funds, $1,691.64, to buy four Apple iPad tablets, warranties and cables so justices of the peace can sign warrants electronically. The court approved that purchase. Purchasing also moved a list of surplus items to be sold at an upcoming county auction, including older dump trucks replaced by newly delivered units; that motion passed.
Under new business the court approved annual contracts for fiscal 2025–26 for Emergency Service Districts (ESD) and for Texas Parks and Wildlife, allocating $100 each to ESD 7 and ESD 9 and $3,500 to Texas Parks and Wildlife. The court then approved reappointments to several ESD boards: Doug Dotson, Jill Fleming and Peggy Anderson (ESD 4); Adam Shaw, Linda Walker, Josh Gerry and Mike Shaw (ESD 6); Zach Thompson, Amber Bidwell and Josh Mannish (ESD 7); and Jeff Coleman (ESD 8). Each reappointment is for a two-year term.
All motions recorded in the meeting minutes passed by a 4–0 tally. The court adjourned at 9:18 a.m.
