District counsel, engineer outline Corkscrew Road study, drainage work and Pelican Sound panel roles

District counsel and the district engineer briefed the River Ridge board on infrastructure and intergovernmental studies at the Nov. 19 meeting.
Tony Pires, district counsel, said his opinion on ownership of Corkscrew Road west of U.S. 41 has not changed. He and Mr. Krebs summarized differing county and village stances on ownership and maintenance responsibilities and noted the Village of Estero engaged Johnson Engineering to inspect streets and walkways; town‑hall discussions are focusing on the intersection of U.S. 41 and the east side of Corkscrew Road. Mr. Wilhems confirmed the study will include the west side of Corkscrew.
District Engineer Charlie Krebs presented a revised scope for the Seaside & Master Drainage Project designed to preserve the original project intent while allowing operational changes. MRI expects work to begin within two to three weeks, Mr. Krebs said. Ancillary irrigation costs were identified; the board approved a change order for irrigation repairs not to exceed $15,000.
On community resilience, Chair Bob Schultz noted the Pelican Sound Community Safeguard Panel’s objectives and assigned CDD representation: Keith Merrill will represent Objective 2 (community safeguards against natural disasters) and Robert Twombly Objective 4 (street safety). Eric Long said he emailed a seven‑objective Action Plan to the communities and will update the board after the panel’s first meeting.
Mr. Krebs said sidewalk inspections are being finalized and repair estimates will be presented at the January meeting. The board asked staff to finalize gatehouse and monument agreements after Mr. Krebs reviews billing rates and forwards the work authorization for execution.
The district will follow up with Johnson Engineering’s findings and report progress on the drainage project and sidewalk repairs at future meetings.
