PSAP reports EMD software testing, staff certification and budget strain from overtime

PSAP staff reported that Emergency Medical Dispatch (EMD) software is undergoing final testing with Motorola and ProQA and staff are trained and certified; the PSAP is under budget for wages but over on overtime due to staff medical/unpaid leaves and has requested a grant modification for a 2025 grant.
The Ashland–Bayfield PSAP Board received updates March 17 on Emergency Medical Dispatch (EMD) implementation and the FY2026 budget, which showed pressure from overtime costs.
Quaderer, the PSAP director, said Motorola and ProQA are conducting final tests to ensure EMD software integrates with the PSAP’s Computer-Aided Dispatch (CAD) system. Once testing is complete, Quaderer said she will set a go-live date and notify area fire and EMS services. Staff already hold EMD training and certifications, she said, and the PSAP is required to provide EMD services within three years of receiving grant funds.
On personnel, Quaderer reported the PSAP is under budget on wages overall but over budget on overtime. She said one employee is on unpaid leave, another on medical leave, and a third is soon to go on medical leave. Quaderer asked the board for a modification to a 2025 PSAP grant and said she will bring grant-closure materials to the next meeting; the grant in question is due at the end of June.
Sheriff Tony Williams provided an Emergency Medical Responder update: four deputies are enrolled in an EMR class through May 9, and Quaderer and Bayfield County EMS Coordinator Bryan Ziemann are sourcing equipment. Tom Renz plans to offer a consolidated abbreviated EMR course for additional deputies. Abeles-Allison asked whether area services will be informed of the EMD go-live; Quaderer said she will notify fire and EMS once a date is set.
The board did not vote on budget adjustments at the meeting; it agreed to place PSAP restructuring on the next Bayfield County Board agenda.
