Plan commission approves Leppard Mortuary addition with ADA sidewalk condition

The Carmel Plan Commission voted July 21 to approve site and design amendments for Leppard Mortuary, allowing an approximately 2,950‑square‑foot addition on the east side of the building at 900 North Rangeline Road, subject to final project documents and providing ADA access to the building.

Brian Tuohy, who identified himself as a member of the planning commission and representing Leppard Mortuary, described the addition and accompanying landscaping, rain gardens and a drop‑off canopy. "We're requesting site and design approval for about a 2,950 square foot addition," Tuohy said, noting the project aims to modernize an older building and add reflection and seating areas.

Staff noted three outstanding staff comments, including ensuring an accessible route from the public street to the building. Alexia Lopez said the petitioner agreed to work with the ADA coordinator and that the addition complements the existing materials and scale. The petitioner said lighting would be limited to the drop‑off canopy and would comply with Carmel lighting standards.

Commission questions focused on drainage, right‑of‑way dedication and parking; the architect and civil engineer said rain gardens and additional landscaping are expected to address on‑site stormwater. The petitioners noted that the Board of Zoning Appeals had granted variances necessary for the project in the Rangeline Road overlay.

After suspending rules for the evening, commissioners approved the dockets with conditions to finalize project documents and address staff engineering comments. The approval was recorded by voice vote with no opposition. The petitioner will finalize project plans and return any required documents to staff before permit issuance.
