Belleair Beach board approves Chapter 74 flood-code revisions

The Belleair Beach Planning & Zoning Board on Tuesday approved a set of revisions to Chapter 74 that staff said clarify flood-zone definitions and revert the market-value definition to the town's prior language.
City Manager Kyle Riegler said consultant Rebecca Quinn and town reviewers recommended striking references that had required high-velocity zone (V-zone) standards to apply to coastal A areas. Riegler told the board that property owners in a coastal A zone will not be required to elevate on pilings or add breakaway walls as would be required in a V zone, and that other protective measures — stainless steel fixtures, elevation standards tied to base flood elevation — remain in place.
Riegler also reported that the town would remove references to floodways because none exist in Belleair Beach and would keep the town's existing market-value definition after the consultant said a change was not required. "We're not adding any more restrictive requirements to the code," Riegler said.
The board moved and approved the Chapter 74 edits after a second; the vote was recorded by roll call. The board tasked staff to finalize the draft for the council work session and noted the changes will go to the city council for consideration.
The board next reviewed related zoning chapters and scheduled additional follow-up to reconcile any cross-references before sending materials to the council.
