Council adopts three compensation resolutions after required recusals

The Hubbard City Council approved a set of three compensation resolutions tied to ethics reporting and allowable compensation for elected officials on July 8, 2025. City Administrator Wade explained that the Ethics Commission requires separate resolutions for the mayor and for two groups of council members by term, and that members whose terms were the subject of a given resolution should not vote on that item.
The council followed that procedure: the mayor recused from the resolution pertaining to the mayor's compensation; other councilors recused themselves where appropriate because their terms were covered by the specific resolutions. After those recusals, the eligible members moved, seconded and approved each resolution by voice vote.
Administrator Wade clarified mechanics of the votes, noting that "a silent vote is an affirmative vote" for the purpose of these resolutions. The meeting record shows the resolutions were adopted with the remaining eligible council members voting in favor and no recorded opposition.
What happens next: the adopted resolutions will be recorded as the official compensation packages for the mayor and for councilors in the specified term groups; council staff will process the standard reporting required by state ethics rules.
