Hubbard council authorizes staff to begin FEMA-related Development Code amendment

Council unanimously authorized staff to initiate a legislative amendment to the Hubbard Development Code to ensure compliance with FEMA/NFIP and related biological-opinion protections for floodplain habitat, and directed staff to present the model language to the planning commission.
City Administrator Sean Wade told the council staff had received proposed model language from the city attorney to align the Hubbard Development Code with updated FEMA requirements and related biological opinions concerning floodplain habitat protections. Wade said the city's limited local floodplain areas are principally around Mill Creek and that the model language would give staff flexibility while ensuring habitat protections.
Wade asked the council to authorize initiation of the legislative amendment and to direct staff to begin the planning commission process; councilors asked clarifying questions about the scope (development activity in the floodplain versus discharge/water issues). Council moved, seconded and voted unanimously to authorize the initiation and next steps.
The action sends the model language to the planning commission for consideration; staff will return with next steps after that process.
