Mesilla trustees approve commission restructuring with conditions, restore second alternate and set term dates

Trustees amended and approved changes to the planning and zoning/historic appropriateness commission (MTC 18.06): they restored a second alternate, set staggered two-year terms with a Feb. 1–Jan. 31 cycle, limited consecutive reappointments, and removed trustee stipends for the board-of-adjustments role; approval included four conditions and a staff review before final adoption.
