Mesilla trustees approve commission restructuring with conditions, restore second alternate and set term dates

The Mesilla Board of Trustees approved amendments to the town code governing the Planning and Zoning/Historic Appropriateness Commission on June 22, 2026, after several trustee-led conditions and clarifications.
Staff had proposed reducing the number of alternates from two to one, defining staggered two-year terms, imposing a three-consecutive-term limit for regular commissioners, and creating modest meeting stipends ($100 for regular commissioners; $50 for alternates). "The planning and zoning historical properties commission shall consist of 5 voting members appointed by the mayor with consent of the board of trustees," staff read aloud during the presentation, and explained the stipend and reappointment language.
Trustees debated several conditions. They directed that trustee stipends for serving on the Board of Adjustments be omitted, and they voted to add back a second alternate commissioner to ensure quorum reliability. The board also set appointment terms to run Feb. 1 through Jan. 31 to produce clean, staggered cycles and required a final review of the draft by Trustee Nevadas and staff before formal adoption.
A motion to approve ordinance 20 26 0 4 (amendments to MTC 18.06) carried with the four agreed conditions recorded on the public record. The ordinance will take effect per the statutory timeline after staff completes the requested edits and the mayor's recommendation is incorporated.
The approved changes include continued emphasis on maintaining preservation-relevant expertise (architecture, archaeology, planning, construction, real-estate, landscape architecture and related disciplines) to support Mesilla's CLG obligations. The stipend language remains for regular members and alternates when compensated for attendance, subject to budgetary limits and verification of attendance by the commission secretary.
Trustees said they expect staff to circulate the revised ordinance language and the conditions to trustees before final adoption so the board can confirm the changes accurately reflect the motion that passed.
