Commission approves consent items; developer says Hackberry Road will be built with Phase 1

During review of item 3c, a commissioner raised concerns about using Hackberry Road for construction access and whether improvements would be completed before permits were issued. "The Hackberry will be done with phase 1," Preston Crow of Skorberg Company told the commission, adding that the route from FM‑121 up to Hackberry will be completed before building permits are pulled and that the primary construction entrance will be off FM‑121.
Alex, staff leading the project presentation, confirmed that the developer’s obligations to improve the spine road and Hackberry Road are included in the development agreement currently under negotiation with county authorities. Commissioners also asked about tree preservation for lots at the far north of the site (identified in the plans as Blocks 15 and 7); Crow said engineering is underway and a tree survey will be completed in the coming months so the team can determine what mature trees can be preserved.
Commissioners pressed for screening for homes backing onto Hackberry Road. "It'd be 6 foot board on board wood fence," Crow said when asked what type of privacy screening the developer would provide. The commission then moved and seconded approval of the consent agenda items, which carried unanimously.
What happens next: the development agreement language specifying construction‑entrance location, timing for the Hackberry Road improvements, tree survey protections and screening requirements will be part of the record as the project proceeds toward permitting and any subsequent site plans.
