The North Plains City Council voted 6–1 on Feb. 18 to adopt Resolution 2298 supporting a Transportation and Growth Management (TGM) Code Assistance application to update the city’s zoning and development code to better align with the comprehensive plan.
Planning Manager Steve Miller and Assistant Planner Rowan Maiorano told the council the TGM program would provide technical assistance to rewrite development code. Some councilors raised concerns about potential impacts on density; Councilor Mandy Hagedorn registered a dissenting vote. Staff emphasized that the TGM process is collaborative and that any changes would return to the council for final approval.
Councilor Michele McCall-Wallace moved the resolution and Councilor Katie Reding seconded. The motion passed with Councilors Reding, McCall-Wallace, Fage, Papen, Dumbrow and Mayor Goodwin voting aye; Councilor Hagedorn voted nay.
The council’s action allows staff to pursue the program application; specific code amendments would be subject to future public hearings and council decisions.
