Panel rejects codifying geographic preference for planning and zoning appointments

The Personnel and Appointments Committee debated and then rejected a proposed revision on July 21 that would add geographic representation (RTM district of residence) as a factor in appointments to the Planning and Zoning Commission and the Zoning Board of Appeals.
Councilor Pacino introduced the motion and read the proposed text (Section 4.7), saying the intent is to "encourage representation from all areas of the town" and that geographic representation would be one factor among others in appointment decisions. Pacino said the practice of considering residence is already used informally and the proposal would put it in writing to help broaden participation.
Councilor Fitzgerald objected to codifying the preference, arguing that "best fit" should remain the primary criterion and that formalizing district consideration could introduce an unwarranted restriction and might discourage applicants. Fitzgerald said the committees earlier revisions had widened the pool of applicants and that adding a formal geographic criterion could reintroduce barriers.
Pacino responded that the change was meant to be a modest, legally reviewed tool to get more residents involved and could be piloted with just the two bodies named in the motion. After discussion, the committee voted; the motion did not pass.
No public comment was recorded at the meeting. The committee adjourned at 6:10 p.m.
