Select Board reviews watershed study progress, VTrans grants and RFP details for two properties

At its June 22 meeting the Woodbury Select Board got updates on a watershed study and several state grant-funded projects and reviewed draft RFPs for two properties connected to demolition and rebuilding work.

A board member said the Buck Lake Brook Watershed Study "made it through the first step" of state review and is moving to the next review, possibly FEMA. The study will examine local floodplain opportunities, beaver-pond storage and how runoff from the ridge and any quarry expansion may influence downstream flow.

Separately, staff reported that multiple VTrans grants for design work on culverts (Church Street and Bailey Bridge Road), pavement work on Foster Hill Road, and a Better Roads grant for Valley Lake Road had been signed by Joe Flynn and that hydraulic studies needed to begin design work are complete. Staff said work could start after July 1.

The board also reviewed a draft RFP and demolition checklist for two town properties. Members debated whether to issue one combined RFP with separate bid sheets or two separate RFPs, how to handle fuel-tank and septic removal language, whether pre-bid site visits should be "required" or "strongly recommended," and how asbestos testing and abatement (if present) would affect timelines and cost responsibilities. Staff intends to finalize and distribute the RFP and supporting documents to the town’s legal paper and local posting places.

What’s next: staff will finalize RFP language (including clear direction on site visits and asbestos-report sharing with bidders) and publish the procurement notice per the town procurement policy.
