Boulder council adopts budget, wage increases, zoning code and approves multiple contracts

On Sept. 16, 2025, the City of Boulder City Council approved the city’s fiscal‑year 2025–2026 budget and several related resolutions, adopted a new zoning code, and approved multiple contracts and project authorizations advancing water system work.
Clerk/Treasurer Rosemary Perna explained the annual mill levy calculation and presented the final budget. The council adopted Resolution 2025‑07 (certified mill levies), Resolution 2025‑08 (setting wages and salaries for city employees), and Resolution 2025‑09 (adopting the FY 2025/2026 budget). Perna said the adopted budget would be submitted to the state the next day.
The council conducted the second reading of Ordinance 2025‑03 and adopted the new zoning code. City Administrator Brian Bullock read the ordinance aloud during the meeting before council votes to approve the reading and adopt the code.
On infrastructure and contracts, the council:
- Approved a renewal of a miscellaneous professional services contract with Morrison‑Maierle (five‑year update, budgeted at $10,000). - Approved Pay Application #4 for Phase 1, Schedule A water system improvements (Karnath Contracting). A resident complained about an open hole near the See n' Save and contractor absences; staff said the work site was on city property and the contract includes penalties for delays. - Accepted Morrison‑Maierle's recommendation and awarded the Phase 2 water project contract to Bullock Contracting LLC after the apparent lowest bidder submitted an incomplete bid; the council voted to decline the additive alternate to rehabilitate an aging 70‑year‑old tank due to low return on investment. - Approved a contract to install three‑phase electrical service for Well #4 at an estimated cost of about $36,000. - Approved Contract Amendment #3 to provide fire services to the Riverside Special Needs Facility, increasing the annual fee from $1,600 to $2,000 and adding a clause to invoice $500 for each false alarm after three. - Authorized an updated Medicaid provider agreement for ambulance reimbursement following execution of billing services with Pintler.
The council also approved a lot line adjustment at 601 West Leslie Street, a street closure for Harvest Fest on Oct. 31, and authorized payment of city bills (checks and ACH totaling $220,203.35 plus journal voucher). Most motions carried by recorded phrasing of "4 aye votes." No roll‑call vote list of individual yes/no votes was recorded in the minutes.
The meeting adjourned at 7:53 p.m.; the next regular meeting is scheduled for Oct. 20, 2025 at 6:30 p.m.
