Moore Haven council approves ARPA payment, adopts code-enforcement ordinance

The Moore Haven City Council on Aug. 6 approved a $76,081.86 ARPA payment to Ridgdill & Son's for downtown work and adopted the second reading of Ordinance No. 359 to enable a magistrate-based code enforcement process; routine bills and minutes were also approved.
Mayor Wayne Browning presided over the Moore Haven City Council meeting on Aug. 6, 2024, where the council approved several administrative and budget actions.
The council voted to approve Pay Application #10 to Ridgdill & Son's for $76,081.86 to be paid from American Rescue Plan Act (ARPA) funds for the Downtown Improvement Project. Vice Mayor Jacob Eighner moved the payment and Council member Alisha Beck seconded; the motion carried.
The council also approved the second reading of Ordinance No. 359 relating to code enforcement. City Attorney Steve Ramunni said the ordinance authorizes the city to pursue a magistrate mechanism for code enforcement and noted a potential option through the Division of Administrative Hearings that could supply special magistrates “at about $200 an hour,” which he described as well below market rates. Vice Mayor Eighner moved adoption and Beck seconded; the motion carried.
Council approved routine actions including the June 24, 2024 special meeting minutes and payment of city bills totaling $24,285.35. Those motions were moved by Eighner and seconded by Beck and were recorded as carried in the minutes.
The attorney’s report also noted a drafted wellfield-protection letter intended for Glades County to establish a protection zone for Moore Haven’s wellfields; Ramunni said he has discussed the draft with Mr. Pringle and hopes Glades County will place it on an upcoming agenda. Ramunni and City Manager Larry Tibbs also discussed possible follow-up with the Florida League of Cities regarding a separate court injunction matter.
