Rachel Troyer, a central purchasing official, told the board the county recently set up a UPS account for large packages but encountered substantial check‑processing fees when paying invoices. She said UPS charges a $25 processing fee for a mailed check and that repeated checks caused recurring fees.
Troyer said she researched Sourcewell — a cooperative purchasing contract — that includes UPS and would avoid those fees and associated check charges. She said she has consulted with county staff (Andrew) who reviewed and approved the Sourcewell arrangement and asked the board to authorize signing the Sourcewell agreement electronically to move accounts under the government contract.
“Troyer said the Sourcewell contract with UPS would avoid the fees, including check fees,” a transcript record shows. She noted the county also established a procurement card for postage and that prompt payment terms (seven days) will still apply under the government contract.
Commissioners moved, seconded and approved authorizing the county to execute the Sourcewell UPS agreement. The board recorded the approval by voice roll-call.
