Ada County awards $97,150 contract to remove courthouse parking decorative panels

Ada County procurement staff recommended awarding bid 26061, for removal of decorative panels on the courthouse parking structure, to Excelsior Construction Company as the lowest responsive bidder at $97,150. The recommendation, included in an award letter dated 07/21/2026, reported four bids were received.

"Ada County Procurement received 4 responses for bid 26061," procurement staff told the board and read the bidders and amounts, concluding the evaluation group recommended award to Excelsior as the lowest responsive bidder in the amount of $97,150. The board then considered the recommendation and voted to approve the award.

Commissioners and operations staff discussed the panels' size and condition. "Some of the panels are 20 feet wide and probably 10 feet tall," an operations speaker said, noting the panels run along three sides of the parking structure and have rusted in place over the last 20–25 years. A commissioner asked whether the panels might be salvaged for recyclable metals; one operations speaker noted their substantial size and the presence of cabling and rust, and the county confirmed the panels are not required by city code.

"Weare just gonna remove them," operations staff said; the board approved the evaluation committeerecommendation to award the contract to Excelsior Construction and authorized the chair to sign the appropriate documents.

The award is for removal only; staff said future options for replacement or alternative treatments will be considered later if needed. The contract award was approved by voice vote.
