Resident raises under‑slab moisture concerns as CDD approves drainage easement template

An Oak Run resident told the River Ridge CDD Board that moisture under her slab caused buckling, mold and high moisture readings, and that stormwater ponding behind her unit may be contributing. She said inspections found no plumbing or HVAC leaks and that a floor‑warranty issue was identified; she asked the CDD and HOA to coordinate on installing perimeter drain tiles and extending downspouts.

Board members and staff discussed possible sources of the moisture, a golf course drainage map, and whether the CDD or the homeowners association is responsible; District Manager Mrs. Adams stated that drain tiles are likely an HOA responsibility, while Mr. Schultz said CDD might address ponding water in some circumstances. District Engineer Charlie Krebs noted that drainage was not originally installed because the area had been an indigenous preserve and, after rezoning, became Club land not part of the water‑management system.

Separately, District Counsel presented a draft template for a Grant of Easement from PSGRC to the River Ridge CDD to facilitate repeated drainage easements. The Board agreed the template may be used but requested that a specific sketch and legal description accompany each easement when brought forward. Mr. Krebs said he is preparing two additional drainage easements (Seaside II and the golf course area) and will forward them when ready. The Board approved the proposed Grant of Easement unanimously.

Resident Mike Rainstin noted that work on Phase I/II drainage improvements had not commenced; staff said work will wait until the area dries and will provide updates at future meetings. No specific funding or date for homeowner drain tile installation was approved at the meeting.
