The Marion County Planning Commission on June 24 recommended approval of a conditional use permit (PC2603) that would allow a secondary residence to be occupied on a roughly 7.5‑acre parcel. The applicant said the smaller dwelling is about 720 square feet and would be used by family while the main house is being renovated.
Staff explained that a conditional use permit (different from a guest house) is required when both residences may be occupied full time and outlined the applicable zoning factors (Article 12 and Article 27). Staff said both residences would share services (water, electrical meter, wastewater lagoon and driveway) and that the property provides adequate space for the second residence; staff recommended approval with suggested conditions.
During public comment Scott Smith urged the applicant to confirm local water‑district policies because some districts do not permit two homes on one meter; staff and others indicated the applicant has the necessary lagoon/septic approvals and that county sanitation code and state requirements had been met. Commissioners discussed the permanence of CUPs (which run with the land) and noted that any future change of use — for example conversion to a short‑term rental — would require review.
A motion to recommend approval as presented was seconded and carried. The planning commission’s recommendation will be transmitted to the county’s governing body for its decision as the next procedural step.
