Change order No. 1 clarified the subcontractor scope at no additional cost. Change order No. 2 covered a $3,500 security-related item; staff said the cost will be covered by an existing grant. Both change orders were moved, seconded and approved by voice vote.
The board then approved a contract with JB/JV Engineering to perform third-party testing to verify the contractor’s compliance with specified requirements. Commissioners authorized the chair to sign the contract, and the motion carried by voice vote.
Following approvals, engineers and contractors described structural work needed around a courthouse porch and threshold: additional structural plates and beams, excavation, membrane and gravel base strategies for drainage, and a long-term waterproofing approach described as a 100-year fix to prevent moisture intrusion. Staff said further inspections and engineering tests (boreholes/vertical drains) will be performed as the project proceeds.
What’s next: third-party testing will begin within about a week and staff will continue coordination with contractors on structural reinforcement and waterproofing sequencing.
