Council repeals obsolete sign-code sections and accepts low bid for utility tractor

Council accepted the low bid and authorized purchase; staff said the city will sell the replaced 2005 tractor via Purple Wave.
Both items passed by voice vote and will be implemented by city staff through standard contract and procurement channels.
